Gerry O'Neill

Having served across the breadth of the NI Civil Service for over thirty years, Gerry currently leads the Business Development Directorate of the Child Maintenance Service in Northern Ireland (an organisation with in excess of 1200 staff). Over the past 12 years he has been one of the leading exponents of business improvement, strategic change management and corporate governance techniques and methodologies across the broader Public Service holding active membership of both the Chartered Management Institute and the Institute of Business Consultants.

As Head of the Public Service Improvement Unit, Gerry introduced the Landscape and Capability Review methodologies to NI Departments and established the NI Best Practice Scheme. He led the major programme of strategic change that delivered the NI Assembly Secretariat as an independent Parliamentary Service and led and delivered a full review of governance arrangements in the Office of the First Minister and Deputy First Minister (OFMDFM).

Previous positions included establishing and managing the Investors in People (Iip) Quality Centre in Northern Ireland where Gerry and was the first licensed IiP Quality Manager in Northern Ireland. More recently, Gerry made a significant contribution to the regeneration of Derry/Londonderry in providing strategic sponsorship and support to the Ilex Urban Regeneration Company.
